First i tried just using the paint stripper citristrip.
That said i agree with jean. Therefore the first step is to cut down or sand the raised area. Hopefully the paint you used will hold up to scrubbing. Soda blasting can even be done on interiors since baking soda is non toxic you will definitely have a mess to clean up though.
Use mineral spirits to clean them then use hot soap and water to remove residual mineral spirts.
