First i tried just using the paint stripper citristrip.
That said i agree with jean. Therefore the first step is to cut down or sand the raised area. Hopefully the paint you used will hold up to scrubbing. Soda blasting can even be done on interiors since baking soda is non toxic you will definitely have a mess to clean up though.
Use mineral spirits to clean them then use hot soap and water to remove residual mineral spirts. You can slice it off using a razor blade paint scraper or sand it off using a sanding block or oscillating hand sander with 180 grit sandpaper. Apply the mixture to a white cloth. Scrub it gently with a kitchen scrub sponge.
Too shallow of an angle and the blade will just go up and over the imperfection and not cut anything but too sharp of an angle will gouge your wood. The hotter the water the better the combination of heat and water will soften water based paint. Then paint with a product beyond paint. I applied a thicker coat of the paint stripper with a cheap paint brush and let it sit for 30 minutes.
